No, the software is not compatible with Windows 10 because it's a very old application. I don't recommend using such old applications with emails, and especially with data from emails. Try using Mozilla Thunderbird, Outlook or PostBox.
I tried to move from Eudora 7 to Thunderbird. The latter did not accept an import of the messages in my various boxes - too many. Since the new Eudora is based on Thunderbird I would like to know if I could expect the same problem. My messages folder has 412 items and I expect the average box has something like 20 or so messages in it - but a few many more.

As far as I know, Thunderbird doesn't have a message limit regarding the Import function. As long as the file is compatible and ready for import, you can use it without any errors.
However, here's a tweak you can use: make a backup copy of the folder and then use it in order to load the files. This way you will keep the original file/folder intact and if something happens you will always have the original file/folder.
Eudora version 7.1.0.9 tells me prior to installation that I can't use paid mode because it won't transfer over from my 6.2 version but I was told by many experts that it works as a full version because "Paid Mode" doesn't exist anymore. How do I ensure that all the paid mode features function properly?

You are trying to use an application that has been discontinued and no longer maintained. If you have the content from Eudora, save it to a location on your hard drive, then install the new version based on Eudora created by the Mozilla Corporation. Mozilla Thunderbird is a good alternative to Eudora because it mimics the same behavior and it simply works as an email client.
Now that FossaMail has shut down, I need a good mail program for Linux (PCLinuxOS) that doesn't change every couple of weeks like Thunderbird. However, I like the T/B interface, which Fossa and Eudora also share. I don't know of any other program with that kind of interface and a lot of mail programs require Internet knowledge to set up, which I don't have.

I've looked the web and found a couple of apps you can use as an alternative to Eudora. Unfortunately, Eudora is being a discontinued application that doesn't have support for newer versions of Linux.
My computer crashed & lost practically all my info. Downloaded 7.1 version and everything seems to run OK except sending mail. I am on bresnan.net and receive mail fine, but when sending I get an error message 450 4.7 - too many valid commands without transaction. What can I do?

You have tried to access too many emails at the time and because of that the ISP rejects the commands you send. This means you will have to check for email, let it finish, then initiate another procedure. Additionally, check the configuration settings to be set up exactly as the service provider issued to you. There is no other diagnostic regarding error 450 for the Eudora email client.
It is possible that there may be an issue with the Eudora program or its settings that is causing the problem. It would require further investigation to determine the exact cause and provide a solution.
